Four individuals implicated in a probe involving the manufacture of explosives and firearms in London, Ontario, are now confronting 19 additional charges as per court records submitted on Tuesday. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji were initially charged in January. All four individuals were either students or recent graduates of Western University, with the male trio having a background in the engineering department.
The revised array of charges laid out at the Ontario Court of Justice now encompasses a total of 31 distinct counts. Certain charges are collective counts against all four suspects, while others are specific to individual accused persons.
Among the latest charges are the possession of five distinct explosive substances, possession of stolen property, and unauthorized access to computer data linked to firearm production.
The extensive investigation, which commenced on Jan. 24, stemmed from a report of trespassing at Western after two men entered one of the university’s engineering structures. One individual was apprehended outside the building, leading authorities to a residence in the nearby University Heights neighborhood where the remaining three suspects were detained.
Law enforcement conducted an exhaustive search of the dwelling at 212 Chesham Place, where Wang, Han, and Ji resided, along with two other residences in Orléans, Ottawa, and Gatineau, Quebec.
Initial firearm charges were levied in multiple cities against the quartet upon their initial arrest, including the creation of a handgun and possession of a loaded restricted handgun. Additional charges against Tong, Wang, and Ji involve possession of gun magazines and suppressors, as well as ownership of another prohibited firearm. Tong and Wang are also accused of handling and improperly storing a rifle.
Tong, bearing the brunt of the charges, also faces fresh counts related to incidents in other cities, such as storing rifles in an Orléans residence, crafting a prohibited firearm in Ottawa, and possessing a rifle in an unauthorized Quebec location.
While Tong possessed a firearms license, some charges are tied to him having a firearm in a location not specified on his license. Wang, on the other hand, is charged with manufacturing a weapon between Sept. 1, 2025, and Jan. 24, 2026, in addition to breaking into a Western building on Oct. 9, 2025, alongside Tong.
Furthermore, the suspects are implicated in a new set of charges related to the possession of explosive substances, including pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide.
All four individuals are also charged with possessing Western University property valued at under $5,000. Additionally, Wang faces a solitary charge of accessing firearm or prohibited device-related computer data, specifically design files compatible with 3D printers, metal milling machines, or similar systems for device manufacturing purposes.
The accused individuals face varying numbers of charges, with Tong facing 28, Wang facing 20, Han facing 11, and Ji facing 13 counts. Two of the suspects are out on bail, while the other two remain in custody, awaiting further legal proceedings. Tong opted not to seek bail, Han was denied bail, and Wang and Ji were granted bail under strict conditions.
