Conservatives Push for Transparency in $2.3B Satellite Deal

Federal Conservatives are urging the Carney administration to reveal details of the recent $2.3 billion military satellite agreement with Telesat, setting the stage for a potential political showdown in the upcoming months. The Official Opposition is advocating for transparency in disclosing the contract and measures taken to prevent any conflict of interest involving Prime Minister Mark Carney.

The initiative to provide advanced, secure communication services for the Canadian military in the Arctic had been dormant for years before gaining momentum last week. Questions arose due to the longstanding friendship between Carney and Telesat’s CEO, Dan Goldberg, sparking discussions and concerns among conservative commentators.

Conservative defence critic James Bezan emphasized the importance of swiftly equipping the military with satellite capabilities while underscoring the necessity for additional transparency. The Opposition is requesting the release of the contract terms, decision-making processes, and assurances that the award process was conducted diligently.

However, accessing such information could be challenging as federal regulations safeguard the confidentiality of corporate contracts and cabinet deliberations. The public often relies on entities like the auditor general or parliamentary budget officer to retrospectively assess the value of taxpayer investments.

The Conservatives’ call for scrutiny is fueled by concerns about potential conflicts of interest stemming from Carney’s relationship with Goldberg. Questions have been raised regarding the ethical considerations, Carney’s involvement in the decision-making process, and whether he recused himself during cabinet discussions.

In response, the Privy Council Office affirmed that the contract award followed proper procedures and emphasized Carney’s adherence to a conflict-of-interest screen to prevent favoritism towards private interests. Goldberg rebuffed claims of impropriety, highlighting the rigorous selection process initiated during the Harper government’s tenure.

Additionally, the Conservatives have raised apprehensions about a separate $600 million contract awarded to Telesat for broadband connectivity in the Far North under the Universal Broadband Fund. Delays and restructuring challenges have plagued the program, leading to modifications in the satellite fleet’s construction and contracting with MDA Space as the prime contractor.

Despite obstacles, Goldberg remains optimistic about meeting the satellite system delivery deadline, asserting that the procurement process was conducted with utmost integrity and transparency.
